Summary

Fixes #11482

This is based off the KW spec PR #11668. This PR will need a rebase after the KW spec get merged!

@richard-cox Not passing the gates in 2.9-head because of the kube version < 1.29 and Rancher now uses kube version 1.30. I've asked the neuvector team to release a new version of the extension to their repo 🙏

Just for tracking purposes, there were some comments on the sibling PR #11668 that we should work through before starting this one
