Replace [options.extras_require] with [project.optional-dependencies] as required for pyproject.toml.
Make it a proper POSIX text file.
This ensures that binary distributions (bdists/wheels) include the license copyright notice and license text as required by the BSD-3-Clause terms.
Add the V-HACD license to the LICENSE file

Updates pybind to support Numpy 1+2, more details in this PR. This fixes issue seen in this build.
