To create a new note you have to:

Install and activate WooCommercre Admin Test Helper.
Go to Tools > WCA Test Helper > Admin notes.

Note types

There are 3 type of notes:

1 - Info

These notes will be visible in the Inbox Notification panel.
There are 3 different layouts:

Plain

Thumbnail

Banner

2 - Update

This is a high priority store alert and will be displayed at the top of WooCommerce Admin pages.

3 - Email

These notes are sent by email.
The helper plugin will create the note, but in order to send it to your email, you will need the site option: woocommerce_merchant_email_notifications set as yes and run wc_admin_daily cron job under the Tools tab. The email will be sent to every site administrator.
