proxy.golang.org cached github.com/xdg/scram@v1.0.2 when the repository redirected to github.com/xdg-go/scram@v1.0.2, which is broken because the go.mod of that repo doesn't match the import name. This is a no-op tag to hopefully reindex a newer version of github.com/xdg/scram for discovery by go get -u.
