✨clusterctl repository-local supports windows #2661

What this PR does / why we need it:
Add support windows to the clusterctl local-repository
NB. Please note that the repository should be specified using URI syntax. see https://blogs.msdn.microsoft.com/ie/2006/12/06/file-uris-in-windows/ for more details
