Before this PR: While a lot of the primitives exist, we don't actually have a piece that ties them together as part of sweep.

After this PR:

We implement SingleBucketSweepTask, which uses the existing components to sweep a specific bucket.

What do the change types mean?
  • feature: A new feature of the service.
  • improvement: An incremental improvement in the functionality or operation of the service.
