pip installation fails: Double requirement given: numpy==1.12.1...

I have an issue with installation from current release on PyPi via pip:

In a fresh python3 virtualenv I do following, and it crashes on Double requirement given: numpy==1.12.1 ...:

Probably same as #20666, are you on pip 10? Try the --no-build-isolation as suggested there.

It looks like you might be on py34, so this could also be #20697, in which case try pip install 'pandas<0.21'
