Some architectures (ARMv8.1 LSE and RISC-V) have specific instructions for atomic min/max which the compiler can only generate through explicit instrinsics.

On architectures without the dedicated instruction, would these be emulated with a compare and swap loop? Does the implementation of that live in LLVM?

Yes, LLVM will automatically lower it to a CAS loop on targets that don't support native atomic min/max instructions.
