Partially addresses #82283.

Please add tests in src/test/rustdoc/ for the changes to description output.

Fixes #82283

That's actually two different issues that should probably have been reported separately. This fixes "Low-information meta descriptions" but not "Boilerplate" (1.0.0[−][src]).
