SCRAM: Allow to create dev area within an existing dev area

SCRAM V2 allowed to create cmssw dev area within an existing dev area but SCRAM V3 was failing [a] if the both cmssw versions were not using the same config tag. This was a bug and scram should allow to create cmssw dev area within an existing dev area

User test area: For local testing, you can use /cvmfs/cms-ci.cern.ch/week0/cms-sw/cmsdist/9101/38436/install.sh to create a dev area with all the needed externals and cmssw changes.
