The UX of the uh... "filter" is kinda broken.

The main issue here is that the selected state is the same as the hover state. It makes it confusing to try and deselect an option.

Additionally, it is impossible to activate the filter via keyboard navigation.

Furthermore, I don't think that for the first phase, it is needed to change this.

Changing the form of the content too quickly here is causing other issues, like missing content/redirects

Going back to three discrete pages, without fancy filtering for now and iterate as needed would be the safest option. There are many more UX issues with the filtering and that would need work to solve. [Discrete pages for articles, though is likely a good middleground to keep around... though see #1250]
